The subject matter of this Quick Hits session is intended to introduce the present day threat of so-called "Nonlethal" weapons (NLW) technology, also known as Directed Energy Weapons (DEWs) or "Smart weapons", and explore their evolution and implications for criminal activity in the private sector. Since this invisible threat is often hard to detect, and there are considerable gaps in the law, targeting a person can enable a criminal to commit the perfect crime.
THE TECHNOLOGY - EMF & ELECTRONIC WEAPONRY HARASSMENT
Tasers, lasers, stun guns, weaponized microwaves, electromagnetic weapons, and pulsed beam weapons are capable of disabling, incapacitating, harassing, stalking and killing a human target. These devices disrupt the electrical impulses of the nervous system and can affect human behavior and body functions...
Weaponized Microwaves - The microwave generating magnetron was first invented in 1945 by Percy Spencer of Raytheon for defense purposes to use in radar systems. Eventually the magnetron, the tube which produces microwaves, was used for cooking food and as a result microwave ovens made their way into many household kitchens by the 1970s and 1980s.
Microwaves are not just about radar or cooking food. Today, scientists at Sara, Inc. (www.sara.com) have developed microwave pulsed weapons for warfare purposes with the hope of disabling vehicles, weapons, electronic and communications systems. Also, Popular Science, GlobalSecurity and Microwave News have all reported on the Air Force's $50 million dollar investment in the Vehicle Mounted Active Denial System (V-MADS), a microwave weapon which broadcasts at 95 Gigahertz with a 100 kilowatt source and heats the skin up to 130 degrees in two seconds, the V-MAD can strike from one-third of a mile away…
What is happening in the private sector? As one source says: "Microwave devices are easy to obtain and can be built by terrorists or criminals with basic knowledge in electronics. To quote Jim Lewis, director of technology at the Center for Strategic and International Studies in Washington, D.C.: It is unfortunately true that people anywhere around the globe get access to technology almost as advanced as the Department of Defense [has it]'". There are at least two websites which illustrate the weaponization of a conventional kitchen microwave with an output of 800 Watts of microwave radiation capable of penetrating walls of a room. See, [

Conventional microwave ovens are now capable of being modified to focus and direct up to 1200 kilowatts of energy depending on the model. Attacks from a high energy microwave weapon can leave blisters, cause internal bruising or bleeding, stimulate cancer (so-called "soft-kill"
, cause eye damage and burn the skin leaving read patches. In addition, direct energy microwaves can cause severe interference with computers, alarm systems, allowing forced entry into homes and businesses and destruction of computer data.
One website, which this author located, offers for sale (although as of this writing the device was reported out of stock) a kit for a 50,000 kilowatt directional microwave rifle which utilizes a military microwave magnetron. The kit includes the plans for building a microwave rifle the size of a super soaker water gun at 9.2 GigaHertz and an effective range of 300 yards…
